Weber IDF Balancing on a Fiat 2ltr TC

Hello Guy,
When balancing a pair of Weber 40 IDF should the "Crankcase Emission Vacuum Tube" (That goes from the front barrels to the air cleaner) be blocked off or left open?
The reason I ask is, the …œHaynes‚ manual just says to remove the air cleaner when balancing carbs but I¢ž¢m finding I¢ž¢m having to screw out the …œAir Bleed‚ screw a very long way to compensate for the air that the "Crankcase Emission Vacuum Tube" sucks in.
I can¢ž¢t seem to find any information in any article written about IDFs that cover this little tube.
Theoretically speaking, if the …œThrottle Valves‚ were both properly aligned and sealed perfectly then the back …œAir Bleed‚ screws would have to be opened up to compensate. Is that correct or have I got it completely wrong.
Any light you can shed on this Guy would be fantastic.
