thank you for your clarification. Is this procedure applied only brand new vehicles or it is also possible for second hand vehicle ?

I try to find out if this vehicle bought from German dealer and converted to a rally / race car while it is brand new.

According to the Northern Cyprus log book it is 1981 model by the way this info doesnt always reflect if it is manufactured in 1981, it might be a manufactured in 1980 who knows !

any way I should take pictures which show that the engine / transmission installed

It could have been one day old or fifty years. The plates are put on to make it legal to drive the car on public roads in Germany after it was taken out of the German registration system. Before that, it could have been 1 day old or fifty years. Maybe Germany has a public record for this sort of thing and you can inquire? Any German members that know?
